Cambodia Takes a Step Forward in Establishing an Inter-Ministerial Working Group for Content Moderation

The Ministry of Post and Telecommunications (MPTC) convened a crucial meeting with various ministries to discuss the formation of an Inter-Ministerial Working Group dedicated to Online Content Moderation Cambodia Takes a Step Forward in Online Safety: Establishing an Inter-Ministerial Working Group for Content Moderation on August 14, 2025 at the MPTC’s meeting hall. Led by Her Excellency Prak Channay, Secretary of State of the MPTC, this initiative represents a significant advance in Cambodia’s commitment to fostering a safe digital environment.

The newly proposed working group will comprise representatives from multiple ministries and will focus on tackling harmful and illegal online content, specifically including Child Sexual Abuse Material (CSAM). This is an important step toward creating a more secure online space for all users, particularly vulnerable populations like children.

Mr. Samlieng Seila, Executive Director of APLE, emphasized the necessity of robust collaboration to effectively combat these online threats. He noted that addressing issues such as misinformation, cybercrime, and the alarming rise of CSAM requires cooperation not only within Cambodia but also on a global scale. A fragmented approach to these challenges will not suffice; instead, a unified, multi-sectoral strategy is essential.

This strategy must involve government ministries, law enforcement agencies, technology companies, and NGOs working together to develop comprehensive solutions. By pooling resources and expertise, stakeholders can create a more effective framework for online safety.

Under the support of Terre des Hommes Netherlands’ SCROL project, APLE is proud to support this meeting and contribute to future efforts aimed at ensuring a safer digital landscape for all Cambodians. As digital technology continues to evolve, so too must our strategies for protecting users from the dangers that accompany it.
