Enhancing Child Online Protection in Cambodia: A Collaborative Action

A two-day technical workshop aimed at strengthening child online protection in Cambodia was organized by the Ministry of Post and Telecommunications (MPTC) on May 12-13, 2025 at Siem Reap House. The event gathered 90 participants, including MPTC leaders, cybersecurity experts, and representatives from organizations like APLE Cambodia and Terres Des Hommes Netherlands.
His Excellency Chun Vat, Secretary of State and Head of the Online Safety Project Implementation Team at MPTC, emphasized the government’s responsibility to protect children in the digital realm. “Protecting children online is protecting our future,” he stated, underscoring the need for government enforcement of policies and platform accountability.

The workshop, themed “Creating a Safe Digital Environment for Cambodian Children,” focused on implementing the Cambodian Child Online Protection Guidelines for Digital Technology Companies. Discussions highlighted the MPTC’s regulatory role, the importance of stakeholder collaboration, and the integration of child safety into national policies.

APLE Cambodia’s Executive Director, Mr. Seila Samleang, highlighted the urgency of addressing online child sexual exploitation. “Tech companies must act now,” he urged, stressing the moral and legal obligations of industry engagement.

The event also explored the challenges posed by emerging technologies, such as generative artificial intelligence, and assessed Cambodia’s preparedness in mitigating online threats. The ongoing implementation of the Child Online Protection (COP) Guidelines and associated Code of Conduct were discussed as crucial steps forward.

In conclusion, the workshop underscored the necessity of leadership, enforcement, and collective action to create a digital future free from exploitation for Cambodia’s children.
