Two-day training brings together 80 participants from nine provinces to apply Cambodia’s newly revised standards for children in alternative care

The Child Protection Department (CPD) of the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), in continued partnership with Action Pour Les Enfants (APLE), delivered a two-day training on the revised minimum standards for alternative care for children on 17 and 18 August 2026. The training was presided over by H.E. Mr. Toch Channy, Secretary of State of MoSVY, and brought together 80 participants from nine provinces: Phnom Penh, Siem Reap, Battambang, Banteay Meanchey, Ratanakiri, Kampot, Kampong Thom, Takeo, and Prey Veng.

H.E. Mr. Toch Channy noted that the training follows the Ministry’s recent revision of the minimum standards for alternative care for children, updating standards that had been in place for almost 20 years.

As a signatory to relevant international conventions and instruments, the Royal Government of Cambodia has implemented a number of national laws, policies, and action plans, including the National Social Protection Policy Framework (2024–2035), the National Policy on Child Protection Systems (2019–2029), the Law on Juvenile Justice, and the Law on Intercountry Adoption, alongside a Child Protection Law that is currently being drafted.

APLE continues to engage with MoSVY, particularly the CPD, to strengthen the capacity of social service agencies to support children in need — especially children who are victims of online child sexual exploitation and abuse (OCSEA).
