Our Objective

By 2030, law enforcement, prosecutorial, and judicial actors will achieve measurably improved investigation and prosecution outcomes for child sexual exploitation and abuse cases — and more than 90% of identified survivors will receive coordinated, child-centred response and recovery through a multi-disciplinary approach.

Detection without response fails children. That is why APLE connects investigation directly to survivor care in a single continuum — and why, as Cambodia’s child protection partner landscape has contracted, we now deliver many of these services directly rather than through referral alone.

The work

What This Program Does

Child sexual exploitation and abuse is evolving — offenders exploit travel, voluntourism, and new digital platforms. APLE focuses on three connected areas of work to meet that challenge.

Capacity Building for Justice Professionals

Training for police, prosecutors, judges, and social workers on online child sexual exploitation, grooming, and sextortion; handling CSAM; evidence preservation and digital forensics; trauma-informed interviewing; child participation and due process; privacy, consent, and data protection. By 2030, 1,250 law enforcement officers will complete specialised training, supported by a full-time embedded mentor across deep-dive provinces.

Casework Support and Coordination

Proactive investigations and forensic evidence support in close collaboration with the Anti-Human Trafficking and Juvenile Protection Unit. This includes establishing and using child-friendly interview rooms, and accompanying children and caregivers through investigations and court.

Cross-Border and Industry Collaboration

Intelligence-sharing and joint operations with national and international law enforcement partners, INHOPE, and ECPAT networks. We also engage digital platforms, tourism operators, and volunteer-sending organisations to prevent abuse and improve reporting.

A trained APLE analyst reviews every report. If it indicates criminal activity, we coordinate with Cambodian police and, where relevant, international partners to investigate. You are never identified without your consent.

Survivors receive legal representation, court accompaniment, and trauma-informed counselling through our Multi-Disciplinary Response Mechanism — coordinated so a child tells their story as few times, and as safely, as possible.

A dedicated space, separate from a standard police setting, designed to reduce re-traumatisation during interviews — part of the standardised, child-centred investigation approach APLE supports with law enforcement partners.

Yes. APLE partners closely with the Anti-Human Trafficking and Juvenile Protection Unit, prosecutors, and courts, and provides specialised training so investigations and trials are handled by justice professionals equipped for CSEA cases.

Timelines vary by case complexity and court schedules. APLE provides continuous accompaniment from report through to verdict, and works to reduce delays that prolong a survivor’s uncertainty.
