About the Hotline
Since 2015, APLE Cambodia, in partnership with the INHOPE Association, a leading global network of 54 internet hotlines across 50 countries, has established and operated a dedicated hotline. The hotline is closely linked to law enforcement, internet/ electronic service providers, and other hotlines around the world, which enables the possibility for timely notice and takedown of images containing illegal and abusive content of children.

How the Hotline Operates
Anonymous Reporting
Individuals and the public can anonymously report suspected illegal or harmful content, especially CSAM, to the hotline, ensuring reporter privacy.
Content Analysis
Our trained analysts review and classify the reported content based on their country's legality criteria and document their assessment for further action.
Notice & Takedown
The hotline notifies the appropriate ISP or hosting provider to remove confirmed illegal content, and, if necessary, reports to law enforcement for further action.

How an Anonymous Tip Led to Global Impact
In 2020, an anonymous report was submitted to the INHOPE hotline regarding a website hosting multiple instances of CSAM. Within hours, the hotline’s analysts verified the illegal content and swiftly coordinated with the website’s hosting provider and national law enforcement. Thanks to the hotline’s rapid response and collaboration with the global network, the content was removed within a day, and an investigation was launched to track down the perpetrators.

How to send your report to INHOPE Hotlines
- Visit the INHOPE website: Visit the INHOPE website to locate the hotline specific to your country. INHOPE operates a network of hotlines across various countries, ensuring local support.
- Access the Reporting Tool: Once on the appropriate hotline's page, look for the reporting tool or button that says “Report Abuse” or similar. This will lead you to the reporting form.
- Fill Out the Report: Provide details about the suspected CSAM. While you may remain anonymous, including as much information as possible about the location (URL) of the content will assist in its quick assessment and removal. Form
- Submit the Report: After filling out the form, submit your report. The hotline ensures your anonymity throughout this process.
