Action Pour Les Enfants (APLE) is a leading Cambodian NGO operating in Cambodia since 2003 to protect children from sexual abuse and exploitation. APLE is now seeking to recruit:
- Criminal Justice Development Coordinator: 1 position
Location: Phnom Penh
Schedule: Full Time
Main Duties and Responsibilities:
- Coordinate the implementation of the planned program activities and carry out monitoring and evaluation related tasks to ensure on-time and on-track achievement
- Lead the organization of workshop and training events for law enforcement, government and other stakeholders in accordance with the program planning
- Provide support and assistance to program staff to ensure smooth implementation of program activities
- Coordinate and organize briefing and debriefing with law enforcement
- Check and edit the cases report by senior case officers and submit to team leader for approval
- Monitor case management practices of case officers to ensure complete files
- Oversea the data input by Database Officer into database system
- Regularly conduct field visit to assess program-related risk and monitor the program implementation
- Draft donor report, case study, and other report-related requirement
Skills, Education, Experience Required:

- Case Officer: 3 positions

Main Duties and Responsibilities:
- Conduct proactive and reactive preliminary information gathering of suspected child sexual abuse and exploitation cases
- Analyze information and manage cases, including planning, execution of plan and monitoring the achievement, to ensure proper documentations and complete cases-related information is stored
- Draft report to law enforcement to ensure the protection of children from child sexual abuse and exploitation
- Participate to provide case-related information during the conduct of briefing and debriefing meeting with in-charge law enforcement
- Assist in liaison between national and international law enforcement
Skills, Education, Experience Required:
- Bachelor degree in management, law, sociology or relevant and equivalent studies

- Community Engagement Coordinator: 01 position

Main Duties and Responsibilities:
- Assist the program planning, monitoring and evaluation
- Coordinate the implementation of community engagement program activities, including trainings and awareness sessions to different stakeholders in different project locations
- Assist development and review of training manuals and other training materials, including IEC and promotional materials
- Coordinate program monitoring and evaluation activities with team leader to ensure effective monitoring of program implementation, including writing monitoring report and documenting lessons learned and challenges
- Coordinate the development and manage the implementation of operational procedures and guidelines for training, awareness, and advocacy activities
- Supervise a full range of administrative and logistic assistance for the conduct of training and awareness activities
- Draft donor reports and related documentations, including case study, supporting documents and submit to program team leader for check and approve
- Assist the supervision of functional network of civil reporters, including recruitment, capacity building and retention

- Participate and assist in planning the training, awareness and campaign activities

- Produce pre- and post-test, survey and evaluation forms
- Be responsible for logistics of the workshops, trainings, dialogues and other program related functions
- Deliver programme training activities based on the schedule and lesson plans

- Networking Officer: 01 position

Main Duties and Responsibilities:
- Identify, assess vulnerability of selected community and plan for the conduct of awareness raising, training and information campaign related to CSAE
- Develop networking strategies and seek feedbacks and approval for implementation
- Establish network with individual, organization, school, government institution and private sectors, etc. through promoting their knowledge about how to protect children from CSAE issue and encourage course of appropriate actions
- Regularly maintain the relationship with and contact of civil reporters and provide update information, knowledge through meetings, dialogues, awareness and trainings
- Conduct regular field visit to civil reporters to update them on new trends of CSAE
- Produce community assessment report and document challenges and lessons learn for program reference
- Draft reports and other related requirement for submission to donors, stakeholders and beneficiaries
- Be a focal contact point for civil reporters for enquiries

- Legal Assistant: 01 position

Main Duties and Responsibilities:
- Provide a full set of quality legal counselling to clients when appointed
- Make appointments with clients and organise meetings for lawyer
- Communicate with clients or their legal guardians to keep them informed of the case status/updates as required and when approved
- Review and analyse case files and legal documents and provide a summary to lawyer
- Maintain, update and organise court files and legal documents to ensure easy retrieval and accuracy
- Collect and deliver court subpoena or court notice to lawyers, clients and other involved parties
- Communicate with court officials regarding appointment, schedules, case follows-up and other administrative tasks
- Process case filing in court and court dossier copies
- Attend court hearings/trials and write reports
- Prepare and accompany clients for court appearance
- Follow up on case progresses as instructed by lawyer
- Input client data into the database and Case Management System
Skills, Education, Experience Required:
- Bachelor degree in law or relevant studies
- Proficient understanding of the Cambodia legal system and laws, especially protection of victims in criminal investigations and court proceedings
- At least 2 years relevant experience with the Cambodia court system and monitoring court proceedings, especially those that involve children
- At least 2 years relevant experience in advocating for child/human rights and child protection matters, preferably experience working with victims of trafficking and other forms of severe human rights abuse
- Strong experience with communication and networking

- Social Worker: 01 position

Main Duties and Responsibilities:
- Provide immediate psycho-social response to clients at crisis intervention stage, following the operational procedures
- Conduct risk and need assessment of clients and document findings
- Facilitate referrals of clients to appropriate rehabilitation services based on the need assessment, following the established standard procedures
- Facilitate case management meeting, dialogue and workshop with service providers to ensure timely and quality of service to clients
- Organize psycho-social related activities including group counseling, group therapy, family training and other related events to provide best care and support to client
- Keep track of clients (i.e address, location, welfare, family status)
- Communicate with aftercare services (NGO partners, caregivers, guardians) to keep track of client status and services provided
- Maintain and update social work-related documents
- Input client data into the database and Case Management System
- Map and identify aftercare service providers for potential collaboration and advise line management of appropriate relationships
- Co-prepare and accompany clients for court appearance
