Job Vacancy: Finance and Administration Officer

APLE Cambodia is a leading child protection NGO operating in Cambodia since 2003, dedicated to strengthening social and legal mechanisms for the protection of children at risk of, or affected by, sexual abuse and exploitation. We’re now seeking to recruit a full time Finance and Administration Officer to be based in Phnom Penh. 

Main Duties and Responsibilities:

  • Conduct a full range of line management supervision (e.g. accountant, administrator and office assistant)
  • Manage the internal financial control and procedures in respect of the organization’s financial policy and Cambodian international accounting standard
  • Monitor application of the budget to ensure strict compliance with the funding agreement and guidelines 
  • Review paper and system-based records of all financial transactions before booking
  • Analyze income and expenditure trends and recommend appropriate budget planning
  • Manage and review fund allocations by budget-lines in accordance with the approved budget and forcasting plan
  • Produce financial reports for donors and other parties as required
  • Manage the procurement procedure, cost control and compliance
  • Be responsible for and facilitate project-based and annual organisation’s financial audits by external auditor
  • Manage the administrative tasks of the organisation, including checking all the incoming and outgoing administrative letters  
  • Oversee staff compliance with financial and administrative policies and procedures
  • Manage and assist with the human resource related tasks including recruitment, induction, capacity building and retention
  • Conduct regular staff welfare and development need assessments and provide recommendations to the management
  • Manage, facilitate and document organisation’s regular events (e.g. staff workshop, professional development training, retreat)    

Education, Skills and Experience Required:

  • Bachelor or master degree in Accounting, Finance, Business Administration or related field
  • At least 5 year experiences in financial management and accounting work
  • Excellent experience in office and administrative management
  • Knowledge of the Cambodia’s legal compliance (E.g. labor law, tax regulations)
  • Strong computer literacy (MS Word/Excel, etc.), and QuickBooks is a must
  • Fluent in written and spoken English
  • Strong command of written and verbal communication skills
  • Ability to work independently with minimal supervision
  • Excellent critical thinking and creativity skills
